We promise to resolve all E-Payment related Issues regarding failed transactions, Please don't use Reactivate Registration-Number for Payment if money is deducted from your bank account but tax token is not generated, just wait for one to two days for reconciliation with the bank, then only you can generate tax token from Offline printing option in https://vahan.jhr.nic.in/jh. In case still you are facing any issue please raise the ticket in the portal.
